

Meet Victor L. Thomas, the new Caddo Commissioner!
Victor L. Thomas is a community organizer, veteran and native of Shreveport, La. He currently serves as the online/ distance learning coordinator at Southern University at Shreveport and is a member of the Shreveport Commission on Race and Cultural Diversity. Mr. Thomas has been a professional cosmetologist educator and professional for 15 years. He has passion for educating new industry professionals and has served as a cosmetology instructor and the cosmetology program chair for Blue Cliff Colleges. Through his acclaimed work in the beauty industry, Victor lends his creativity and attention to detail to local arts, stage and film projects. Victor’s passion for others and his city, is best exemplified by his dedicated work with numerous governmental and community organizations and boards such as the Greater Shreveport Chamber of Commerce’s Young Professionals Initiative, Shreveport NAACP, the Red River Revel Revel, the Highland Jazz & Blues Festival, Community Foundation of Northwest LA, South Shreveport Voters League, Lakeside Allendale Leadbetter Heights Partnership, Cedar Grove C.A.R.E and the Shreveport-Bossier African American Chamber of Commerce. Mr. Thomas was recognized as a member of the Greater Shreveport Chamber of Commerce 2021 40 Under Forty class. As the community outreach director for Loving Little Ones Inc., he worked to eradicate homelessness, sheltered poverty, violence and increasing access to STEM programming and community participation in the political and legislative process by organizing the Pop-Up Shelter at the Louisiana State Fairgrounds. This one-day resource fair provides many services and resources, such as showers, meals throughout the day and care packages, as well as health, financial, educational, dental and mental health services.
