Retired Judge Recommends Larger Juvenile Jail
Caddo Parish citizens must decide if they want to “seriously address crime” by enlarging the parish’s juvenile jail, recently retired Caddo Parish Juvenile Court Judge Paul Young told members of the Broadmoor Neighborhood Association Tuesday. Young was guest speaker for the BNA April 18 meeting at Broadmoor Presbyterian Church. He served on the juvenile court from 1999 until his retirement in 2019. A graduate of Centenary College and the Vanderbilt University School of Law, Young worked at Northwest Louisiana Legal Services and as an advocate for persons with mental illness before becoming a judge. Young said he has been speaking to community groups to highlight the need to expand the capacity of the Juvenile Detention Center at 1835 Spring St. He said the 24-bed facility, which houses children from ages 10 to 17 who are awaiting judgment or have already been sentenced, should be doubled in size. “It is the smallest detention center for juveniles among all metropolitan areas in the South,” Young said. “Most are two times larger.” Given the facility’s relatively small size and its key role in addressing crime, Young said he thought expansion would be “an easy sell” to local voters. “Boy, was I wrong.” Young, a Democrat, said Democrats oppose incarcerating more juveniles, and Republicans refuse to pay higher taxes. Former BNA President Ken Krefft serves on an advisory committee studying the issue for the Parish Commission. He said the commission has tried at least five times previously to pass a tax to expand the juvenile center.
