BENTON, La. — After years of denials by the Federal Emergency Management Agency (FEMA) over claims of damage to paved roads in south Bossier Parish during the historic floods of 2015 and 2016, the parish has won an unprecedented victory on appeal.
It’s not impossible, but highly unlikely. The enthusiasm of those promoting the de-annexation of the south Ellerbe area of Shreveport is not matched by the reality of the legal process.
