Officer Clint Alexander was making a traffic stop on S. Pine, when Richard Heard, B/M, DOB 2-1-71 approached Officer Alexander and stated that he was drunk and needed to be taken to jail. He was taken to VPD, charged with Public Intoxication, and placed on an 8 hour hold.
